Select "Preferences" under the "Options" drop-down menu:

Uncheck the following boxes:

1. "Enable Peer Exchange"
2. "Enable Local Peer Discovery"

Then select "Apply:"

Select the "Bandwidth" side menu and enter values of "0" (zero) for the following:

1. Maximum number of upload slots torrents
2. Maximum number of connected peers per torrent

Enter a value of "1" (one) for "Maximum upload rate (kB/s)" Also, in order to further limit uploads, do not select "Use additional slots if upload speed [is less than] 90%"

Select the "Connections" menu under the "Preferences" sidebar. Do not use any UCLA proxy servers for BitTorrent, especially as enabling peer-to-peer exchanges (as per the option under this menu) can adversely affect the campus network.
